Kevin Mooney
Chairperson
Kevin Mooney has over 37 years of leadership and management experience in both private industry and the U.S. Navy. His 20-year Navy career included an assignment as Commanding Officer of a forward deployed nuclear attack submarine. Over the past 17 years, he led Irving Shipbuilding as President and held executive positions at General Dynamics NASSCO Shipyard in San Diego. Mooney has also served on the Board of Directors of the San Diego Chamber of Commerce and the Board of Advisors of Workshops for Warriors, a non-profit organization providing manufacturing skills training to transitioning members of the Armed Forces.

Ron Rabago
Member
Ron Rabago serves as Senior Vice President of Program Management for VT Halter on the U.S. Coast Guard's Polar Security Cutter Program.
He served more than 36 years in the U.S. Coast Guard, achieving the rank of Rear Admiral (0-8). His last assignments were as the Coast Guard's Chief of Acquisition and Chief Engineer. Other assignments of note include commanding the Coast Guard's only shipyard and command of a 270-foot Coast Guard Cutter.
After leaving active duty, Rabago worked for more than five years as an independent consultant in the private sector, supporting numerous companies doing business with the Department of Homeland Security and Department of Defense.
Rabago is a licensed Professional Engineer with a bachelor's degree in ocean engineering from the U.S. Coast Guard Academy, a master's degree in naval architecture and marine engineering and mechanical engineering from the University of Michigan and a master's degree in national security and strategic studies from the U.S. Naval War College.

VICE ADMIRAL (Ret) MICHAEL T. MORAN Mike Moran

Vice Admiral Michael Moran, US Navy (Ret), has joined the Outside Board of Directors at Birdon, America, Inc. He recently served as Vice President of Next Generation Product Support at Boeing Global Services from February 2022 to July 2024. Currently, he provides advice and guidance to several small companies as a consultant.
Moran retired from the U.S. Navy in 2021 as a Vice Admiral, last serving as Principle Military Deputy for the Assistant Secretary of the Navy for Research, Development & Acquisition. He previously led the Navy’s Tactical Aircraft Program Executive Office (PEO-T), overseeing full life-cycle support of naval aviation tactical and training aircraft, shipboard support systems, air-to-air weapons and sensors. His other notable assignments include Commander, Naval Air Warfare Center- Weapons Division; Military Assistant to the Under Secretary of Defense for Acquisition, Technology & Logistics; and Program Manager of the Navy’s Maritime Patrol Aircraft Program Office, which included the P-3C Orion and P-8A Poseidon; as well as multiple operational and training squadron tours within the Maritime Patrol Community.
Mike is a native of New York. He is a 1984 graduate of the United States Naval Academy, where he received a Bachelor of Science degree in Engineering. He was designated a Naval flight officer in 1986. He holds a Master of Science in Human Resources Management from Troy State University and is a graduate of the Air Command and Staff College. Moran was recognized as the Navy’s Wayne E Meyer Acquisition Professional of the Year, 2021, and the USD AT&L Program Manager of the Year 2011.

Jamie Bruce
Birdon Group CEO & Inside Director
Jamie became Managing Director and major shareholder of Birdon in 2008 and President of Birdon America in 2011. Following the steady growth of the Birdon Group, Jamie took on the broader role of CEO in 2014. His drive and leadership stems from firsthand knowledge of the business and his dedication to customer service. Since completing an engineering apprenticeship with Cummins in 1995, Jamie has been involved in all levels of the business, from hands-on project delivery to operations management and strategic leadership.
